

Ultimately the people accountable for the decisions made during the rebuilding process, are those people in the front offices of MLSE and Maple Leaf Hockey Operations.
Below you will find a list of those involved in the decision making process as well as their official titles. We have attempted to list the departments and the people within them in a somewhat hierarchical fashion as we understand them to be.

The MLSE Board of Directors vote on and make the final decision regarding expenditures for any of the MLSE properties including Maple Leafs Hockey Operations. When the Leafs want to sign a free agent or make a trade which will significantly increase spending, the board decides if it makes financial sense for the ownership group. There is also a MLSE management group. However that group has less to do with the hockey operations and more to do with promotions, sales and community relations for all the MLSE properties.

The Toronto Maple Leaf Management group is responsible for the acquisition, assessment and development of players for the Maple Leafs hockey club. This group oversees all the branches below them in the chain of command including Scouting, Coaching as well as Trainers, and is responsible for decisions regarding who runs those areas of the team. It is our understanding that for the most part, this group works with relative autonomy from the MLSE Board of Directors unless there is a large or lengthy contract involved.

The Scouting Staff are responsible for assessing and evaluating talent in 3 specific areas. Pro Scouts evaluate talent that is currently playing in any North American professional league, be it the NHL, AHL or ECHL. They will often be consulted by the Maple Leaf Management before a trade involving pro level players is made. Amateur Scouts evaluate undrafted young talent in North America, primarily focused on the OHL, WHL and QMJHL as well as US college hockey. These scouts play a major role at the NHL Entry draft each year in June when deciding who of the available players to select. European Scouts are responsible for evaluating both amateur and pro talent playing in Europe. Most of their scouting takes place in the various Elite Leagues as well as the new KHL. Like the Amateur Scouts, the European Scouts also play a key role at the NHL Entry Draft.

The Coaching Staff are directly responsible for the team's performance on the ice and report to Maple Leafs Management. Responsibilities include but are not limited to: Creating and implementing strategies relating to all aspects of play; Running practices and training camps for the club; Developing young players that make the club; Improving the performance of, and finding the appropriate roles for all roster players; Deciding what players should dress or sit for any given game; Ensuring players are in peak condition all season; Communicating with players and making sure the dressing room is attentive and loose; Working new players into the lineup when required due to trade, injury or performance.

The Training Staff work closely with both the Coaches and the Players to ensure that players are healthy throughout the season. The Training Staff ensures that players are in peak condition via off ice workout programs and diet plans. Trainers also attend to any injuries that may be suffered during the season and help to rehabilitate any such injuries in a timely fashion so that the player can return to the lineup as soon as the injury is healed.

In our first month we point the MLSE spotlight on the Leafs' new President and General Manager Brian Burke.
Brian Burke's arrival in Toronto as General Manager has been referred to as the worst kept secret in hockey by the media. While that may be true his arrival has also brought with it high hopes and high expectations for a hockey club that is no stranger to such fan and media pressure.
While there exist high expectations, what is different this time around is that both Burke and his predecessor Cliff Fletcher have taken a no BS approach to the club when talking about it to the media. At his press conference announcing his appointment as Leafs GM Burke stated most clearly that "rebuilding this team isn't going to be easy".
Burke clearly spelled out how he runs his team on 3 principles. First that his teams will play an "Entertaining style" with "aggressive pursuit of the puck" and a willingness to answer physical challenges in order to allow young players to develop. Second, he stated that "sound business decisions" are made regarding spending regardless of profit. And finally he made it clear that community service is not optional for players and "the ones who don't like it won't be here long".
He laid out a framework for how he wants to build the hockey club as well. Burke stated that he wants to create a top 6 forward group with a high skill level and a bottom 6 group that does all the plumbers work such as "shot blocking penalty killing and fighting". He noted a similar approach for his defensemen with a highly skilled top 4 and a, bottom 2 capable of the "plumbers work". One could argue that at present the Leafs have mostly bottom 6 forwards and not many of them willing to do the plumbers work so Burke will indeed have his work cut out for him.
From a fan perspective it was very refreshing to have an honest and frank evaluation of the team and a clear and decisive layout of how the team will be changed right from the get go.
We here at LRT wish Brian Burke the best of luck when it comes to fulfilling his plan, however we will be watching and will take note if he deviates from his objectives and we will demand answers regarding why such a deviation took place.
